I want to bring up the weather thing, as it relates to quality basketball opportunity. I'm from Alaska, and up here in many small communities there are no other sports. I mean, there is no option to play baseball, football, etc when it's below 0°. Limited resources leads to the prioritization of gym construction before baseball diamonds to be used half the time.
While it's a fact that the DR has great baseball players, and they play outside, Cuba has the same. I really suspect this is more about culture and less about weather. Possibly the expense of a covered court and hoops is more than bases and a wall.
Check out Metlakatla Alaska 3A team often beating 4A teams. If that village had even 100,000 people, I wonder if the ALL BASKETBALL culture would be the same.

Just wanted to chime in to say that I really enjoyed this. One of the few pubic pundits that actually possess a true and demonstrative intellectual curiosity for the world around. Also one of the few people who I always learn something when after reading an article of theirs.
